I have given full considera- tion to your proposal to amalga- mate the appointments of Superin-

q tendents of Police and Victoria Gaol, but regret that I cannot see my way to meeting your wishes.

In view of the emphatic state- ment made by Major-General Gordon, in the f

first enclosure to your des- patch No.148 of the 27th of April last, that, for the efficient dis- charge of the duties of the Police it is necessary that there should be

two superior officers whose whole time is devoted to Police duties, it

appears to me to be obviously out

of the question to impose addition- al duties upon the Captain Super in- tendent of Police by placing him at the head of another department

of the Service.
